EU AI Act Article 73 requires serious-incident reporting without undue delay. The incident StageRecord routes automatically to the jurisdiction-appropriate regulator gate — UK ICO + EU AI Office — with payload SHA-256 hash-chained to the incident record.
BRMSTE is also obliged by the substrate’s own framework (Wave W16) to forward incidents to the public surface within 72 hours — substrate self-discipline above regulatory floor.
