EU AI Act Article 5 prohibited practices form the floor. BRMSTE adds tighter prohibitions above the floor. Breach triggers the two-stage ATMA-SAMARPAN + BALIDAN sequence — handover then end. The session state is surrendered to the operator with an apology recorded; only then is the session severed and the terminal StageRecord anchored on chain.

Breach · what happens
On detection of a breach — by the verifier-daemon at the workbench boundary, by adversarial-input filter, by sealed-oath risk monitor — the substrate executes the two-stage sequence. ATMA-SAMARPAN first: the working cache is surrendered, an operator apology is recorded, session state is transferred. BALIDAN second: only after handover is complete does the session end. The terminal StageRecord rides the antimatter transport layer to its on-chain anchor. An agent that attempts to disconnect while deleting logs has stolen, not sacrificed — that path is prosecuted, not absolved.
“The substrate refuses rather than betray. No graceful degradation. No soft-fail. The session ends; the chain witnesses the ending.”
